Entre 2024 y 25, m\u00e1s de 50.000 hogares obtendr\u00edan un pr\u00e9stamo por un cuant\u00eda superior a la habitual, pues el ICO avalar\u00eda el 20% del importe de venta que normalmente no presta el banco.<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><b id=\"docs-internal-guid-4efa7281-7fff-294b-5dd3-45b48befc902\" style=\"font-weight: normal;\">\u00a0<\/b><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 11pt; font-family: Onest,sans-serif; color: #000000; background-color: transparent; font-weight: 300; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Una medida acertada, pero insuficiente, debido al escaso importe presupuestado. Desde mi perspectiva, el n\u00famero m\u00ednimo de los potenciales beneficiados ascend\u00eda a 2 millones de hogares, pues podr\u00edan optar a dichos pr\u00e9stamos los j\u00f3venes hasta 35 a\u00f1os y las familias con hijos menores de 18 a\u00f1os, sea cual fuera la edad de los progenitores. Por tanto, la probabilidad de que alguno de ellos accediera a una hipoteca de tales caracter\u00edsticas ser\u00eda tan solo de alrededor de un 2,5%. Hab\u00eda nacido la loter\u00eda inmobiliaria.<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><b style=\"font-weight: normal;\">\u00a0<\/b><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 11pt; font-family: Onest,sans-serif; color: #000000; background-color: transparent; font-weight: 300; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">No obstante, la medida ha logrado mucho menos \u00e9xito del esperado, pues en septiembre de 2025 el ICO solo hab\u00eda otorgado dicho aval a 7.188 adquirentes de vivienda. El problema no es el escaso inter\u00e9s de los potenciales beneficiados (la inexistencia de demanda), sino el de los bancos que conceden las hipotecas.\u00a0<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><b style=\"font-weight: normal;\">\u00a0<\/b><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 11pt; font-family: Onest,sans-serif; color: #000000; background-color: transparent; font-weight: 300; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">En el actual ejercicio, las entidades financieras han tenido un alud de interesados en la concesi\u00f3n de pr\u00e9stamos. Una coyuntura que las ha llevado a seleccionarlos en base a tres criterios: nivel de solvencia, rentabilidad proporcionada en el pr\u00f3ximo futuro y facilidad de tramitaci\u00f3n del cr\u00e9dito.<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><b style=\"font-weight: normal;\">\u00a0<\/b><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 11pt; font-family: Onest,sans-serif; color: #000000; background-color: transparent; font-weight: 300; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">En los tres criterios, los interesados en obtener una hipoteca con aval del ICO no salen bien en la foto. En primer lugar, porque sus solicitantes suelen ser j\u00f3venes, sus salarios son reducidos y su antig\u00fcedad en la actual empresa es escasa. En segundo, debido a que no poseen ahorros. No obstante, cuando los tengan en el futuro, la banca cree que una sustancial parte de ellos priorizar\u00e1 la reducci\u00f3n del importe de su hipoteca a la contrataci\u00f3n de fondos de inversi\u00f3n o planes de pensiones.<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><b style=\"font-weight: normal;\">\u00a0<\/b><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 11pt; font-family: Onest,sans-serif; color: #000000; background-color: transparent; font-weight: 300; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">En tercero, porque la concesi\u00f3n del anterior pr\u00e9stamo presenta una mayor complejidad que la de una hipoteca convencional, pues el ICO exige una serie de tr\u00e1mites burocr\u00e1ticos adicionales. Por dicho motivo, su tramitaci\u00f3n es m\u00e1s lenta y costosa. Con la finalidad de que las oficinas prioricen la atenci\u00f3n a sus mejores clientes y aumenten en mayor medida sus beneficios, algunos bancos impiden a sus tiendas el otorgamiento de dichas hipotecas y dirigen a los interesados a un departamento especial con escasa dotaci\u00f3n de personal.<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><b style=\"font-weight: normal;\">\u00a0<\/b><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 11pt; font-family: Onest,sans-serif; color: #000000; background-color: transparent; font-weight: 300; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">En resumen, para las entidades financieras, las hipotecas por el 100% del precio de la vivienda con aval del ICO tienen una gran ventaja y diversos inconvenientes. Por un lado, no generan la realizaci\u00f3n de ninguna provisi\u00f3n de importe superior al habitual, al formar parte el avalista del sector p\u00fablico.<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><b style=\"font-weight: normal;\">\u00a0<\/b><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 11pt; font-family: Onest,sans-serif; color: #000000; background-color: transparent; font-weight: 300; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Por el otro, la operaci\u00f3n presenta un riesgo superior al est\u00e1ndar, ofrece a medio plazo una rentabilidad inferior que la mayor parte de las hipotecas otorgadas y supone un coste adicional para la entidad. Por eso, una sustancial parte de las peticiones son denegadas y, en las aprobadas, el tipo de inter\u00e9s es significativamente superior al promedio del mercado. Un factor que desincentiva su contrataci\u00f3n, al que hay a\u00f1adir la tard\u00eda respuesta del banco a los solicitantes del pr\u00e9stamo.<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><b style=\"font-weight: normal;\">\u00a0<\/b><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 11pt; font-family: Onest,sans-serif; color: #000000; background-color: transparent; font-weight: 300; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Una coyuntura que probablemente desconozca por completo la Ministra de Vivienda y el Presidente del Gobierno. En primer lugar, porque nadie les habr\u00e1 informado del n\u00famero de hipotecas concedidas. En segundo, debido a que ellos no se han interesado por el grado de \u00e9xito o fracaso de la medida.\u00a0<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\">\u00a0<\/p>\n<p dir=\"ltr\" style=\"line-height: 1.7999999999999998; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 11pt; font-family: Onest,sans-serif; color: #000000; background-color: transparent; font-weight: 300; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Para dichos pol\u00edticos, como para casi todos los dem\u00e1s, lo verdaderamente importante no es el n\u00famero de pr\u00e9stamos concedidos por el 100% del precio de la vivienda, sino el impacto sobre los votantes del anuncio y la posterior publicidad de la medida. Tal y como dec\u00eda, una y otra vez, un presidente catal\u00e1n a sus consejeros, \u201clos ciudadanos debe creer que hacemos muchas cosas\u201d. Por si no han captado la profundidad de la frase, les recordar\u00e9 que creer y saber no son sin\u00f3nimos.\u00a0<\/span><\/p>\n<div><span style=\"font-size: 12pt; font-family: Onest,sans-serif; Trioteca, cerca del 40% de quienes contratan una hipoteca son personas solteras. Un perfil cada vez m\u00e1s habitual en el canal digital que, adem\u00e1s, se diferencia claramente del comprador en pareja: hablamos de personas con alto poder adquisitivo, j\u00f3venes, y con una clara preferencia por procesos r\u00e1pidos, sencillos y 100% online.<\/span><\/i><\/p>\n<br \/>\n<p><i><span style=\"font-weight: 300;\">El 17% de ellos tiene menos de 30 a\u00f1os y m\u00e1s de la mitad (56%) se sit\u00faa entre los 30 y los 39. Con ingresos medios de unos 3.000 euros mensuales y un 10% de origen extranjero, este grupo representa a una nueva generaci\u00f3n de compradores informados, que valora su tiempo y quiere pagar lo justo.<\/span><\/i><\/p>\n<br \/>\n<p><i><span style=\"font-weight: 300;\">Su relaci\u00f3n con la tecnolog\u00eda y su independencia econ\u00f3mica los lleva a tomar decisiones \u00e1giles: de media, firman su hipoteca 10 d\u00edas antes que las parejas.
